On October 1, 2020, Terai Human Rights Defenders Alliance on behalf of victims registered the decision of Supreme Court regarding the publication of High Level Inquiry Commission at the National Information Commission (NIC).

On October 17, 2019, the Supreme Court ordered the NIC to respond to an application regarding the publication of a report of the High Level Inquiry Commission led by former Supreme Court Justice Girish Chandra Lal.

Shashidhar Pandey and Awadhesh Kumar Kurmi had filed the petition in the Supreme Court.

A joint bench of Chief Justice Cholendra Shumsher Rana and Justice Sapana Pradhan Malla issued a mandamus order to NIC to decide publication of the report.

The commission was formed by the government on September 18, 2016 to investigate the violent incidents took during the protests in Terai in 2015/16. The commission submitted its report to the Government in on December 2015, 2017 but the report has not been made public yet.

Without reports, victims are still waiting for the justice.
